Overview

The new model integrating planning, program review, and resource allocation was developed in Summer 2010 and Fall 2010 by the Institutional Planning Coordination Committee (IPCC), in response to the 2010 accreditation recommendations. The key elements of the new process are annual program review, a simplified resource allocation process, and annual evaluation of the integrated model.

Process

The model begins each Fall semester with two parallel processes: Program Review and Plan Review. Program Review is conducted by every instructional, student services, and administrative services program each Fall. Instructional programs conduct Program Review through the academic divisions. Plan Review is conducted by every college plan each Fall.


Program Review

Instructional divisions go through the following steps to conduct program review:
  1. Download instructional program review data
  2. Complete the instructional program review document, which includes a resource request form
  3. If any full-time faculty requests are to be made as part of the resource requests from program review, complete the IHAC Addendum (2010-2011 only; incorporated into regular form in 2011-2012)
  4. Submit the program review document, resource request forms, and IHAC addenda to Jill Lewis by the deadline
Student services programs go through the following steps to conduct program review:
  1. Complete the student services program review document, which includes a resource request form
  2. Submit the program review document and resource request forms to Jill Lewis by the deadline
Administrative services programs go through the following steps to conduct program review:
  1. Complete the administrative services program review document, which includes a resource request form
  2. Submit the program review document and resource request forms to Jill Lewis by the deadline
After program review documents and resource request forms are submitted, the resource requests are validated and prioritized. Non-personnel requests are validated by the Program Review Committee using a validation form and process developed by the Program Review Committee. Validated requests are then prioritized according to the process described below under Resource Request Prioritization and Resource Allocation.


Plan Review

Each college plan (see the list of plans) goes through Plan Review. Plan Review consists of identifying progress on plan goals and making resource requests tied to plan goals. The Plan Review form is used for progress updates and the Resource Request from Plan form is used for resource requests. See the Plan Review page for current and archived Plan Review forms.


Resource Request Prioritization and Resource Allocation

Resource requests from Program Review and from Plan Review go through the same prioritization process.

Personnel requests are validated and prioritized by the hiring allocation committees: IHAC (Instructional Hiring Allocation Committee) for full-time instructional faculty requests, SSHAC (Student Services Hiring Allocation Committee) for full-time student services faculty requests, CHAC (Classified Hiring Allocation Committee) for full-time classified staff requests, and Cabinet for administrator/manager/confidential staff requests.

 Non-personnel requests are prioritized by governance committees: Academic Affairs for requests in instructional areas, Student Affairs for requests in student services areas, Administrative Affairs for requests in administrative areas, and the Campuswide Computer Coordinating Committee for technology requests.

After prioritization, personnel requests and non-personnel requests go to the Budget Committee. The Expanded Budget Committee compiles the prioritized lists into one prioritized list as a final recommendation for funding.


Evaluation
