INTEGRATION OF PROGRAM REVIEW, PLANNING, & RESOURCE ALLOCATION

The institution's mission directs resource allocation, innovation, and continuous quality improvement through ongoing systematic planning and evaluation of programs and services. (ACCJC Standard 1.4) 

 PROGRAM REVIEW PROCESS

Each year, one-third of GCC's departments are scheduled for a mandatory Full Review program review which involves a comprehensive evaluation of the department’s operations and progress.  See the cycle schedule below.  The other two-thirds of departments are scheduled for an Update Review which is optional wherein departments may update any content from their last Full Review program review.  Email notices with instructions are provided to all departments by September.  All departments, whether due for Full Review or Update Review, are asked to annually hold inclusive department dialog about their own data.  This is in accordance with the Senate (see Motion 2017-23).  Instructional departments can email this handout to members which includes performance data questions and a link to department data dashboards.  Input should be inclusive of all department members and can be gathered in-person or by email.  If you belong to a student services or administrative services department, you still need to input your annual service contact data (for trend analysis) and provide meeting minutes that document department dialog about the data Departments highlighted in orange in the chart below did not receive validation last year and consequently would need to submit a Full Review if attempting to submit resource requests during an Update year.  Departments not highlighted in orange and for which 2023 is an Update year, can opt to not do an Update but can still submit resource requests.  See our FAQ for answers to some common questions.

Permanent Personnel Requests (also called Hiring Allocation Committee Requests or HAC Requests) are evaluated and validated by the appropriate hiring allocation committee using criteria specified in their manuals.  See links to manuals below.  Requests for Permanent Personnel should align with the Managers' HR Staffing Plans. Those involve detailed analyses and planning regarding personnel and therefore help the department identify when there is a need to officially request personnel through a program review resource request.

Other Requests (also called Non-Hiring Allocation Committee Requests or Non-HAC Requests) are requests for non-permanent positions (e.g. released time, adjuncts, short term employees, student workers, etc.), equipment, funds for services, fees, travel, etc.

 NOTE :  PROCESS FOR REQUESTING RT POSITIONS

(This process only applies to requests for RT positions that do not have guaranteed grant funding.)

  • Submit a resource request for an RT position in the Fall semester.
  • If the subsequent Spring semester prioritization by the Academic Affairs Committee ranks the RT request high among instructional requests, immediately proceed to follow the RT/EP process for proposing an RT position.  
  • It will be important that the RT/EP committee approves the job announcement prior to its consideration by the College Executive Committee at the end of Spring.

SUBMITTED RESOURCE REQUESTS

Beginning in 2023, the college implemented a new online resource request system for the submitting and tracking of resource requests.  The system is accessible through a link at the bottom of each department's program review in eLumen.  Packets containing resource requests submitted prior to 2023 are downloadable from the Program Review Archive in SharePoint.  The filenames are:
