Origin of This Optional Fee

In October 2019, Assembly Bill (AB) 1504 was signed into law, requiring California Community Colleges to collect a student representation fee (SRF) of $2 per semester. This law went into effect on January 1, 2020, and all students who initially register for classes on or after January 1, 2020 will have this fee imposed. 

Importance of this Fee

The focus of this fee is to emphasize the role of community colleges in California as a post secondary institution representing 2.1 million students, in addition to establishing an assurance of the students’ role in the shared governance process. This fee provides and enhances access to governance mechanisms for the purpose of effective representation, accountability, and also improving communication, coordination, and collaborative efforts to organize and advocate on issues affecting California Community College students.

Student Benefits

This optional Student Representation fee of $2, mandated by AB 1504, provides support for student government representatives who may be presenting positions and viewpoints to representatives, offices, and agencies of local, district, and state governments.   The Student Representation Fee helps students to advocate for a Community College education.

How will this Fee be used?

One dollar ($1) of every two-dollar ($2) fee collected shall be expended to establish and support the operations of a statewide community college student organization, recognized by the Board of Governors of the California Community Colleges, with effective student representation and participation in state-level community college shared governance and with governmental affairs representatives to advocate before the Legislature and other state and local governmental entities. The remaining one dollar ($1) will be used by the Associated Students of Glendale Community College (ASGCC) for the following purposes: 

1. Provide effective student representation and participation in state-level community college shared governance and with governmental affairs representatives
2. Leadership and advocacy training, awareness and information
3. Attendance at conferences and meetings of student-centered, non-partisan organizations
4. Advertisements consisting of information about legislative issues of interest to the student body
5. Travel expenses for lobbying and/or advocacy of students
6. Purchasing of equipment and supplies used for lobbying and/or advocacy
7. Hosting non-partisan conferences or meetings on legislative issues
8. Attending legislative activities like the SSCCC General Assembly
9. Visiting the offices of local and state elected officials

Specifics on the Fee

Student Representation Fee ($2) will be automatically added at the time of registration. Students may opt-out of paying the $2 by submitting a STUDENT REPRESENTATIVE FEE OPT-OUT FORM (pdf) to SRF@glendale.edu by the establish deadline. This information is also available during the time of registration in a student's MyGCC Student Portal under Student Center -> Finances. 

Please submit this COMPLETED form electronically to SRF@glendale.edu. Deadline for opting out of the SRF is the Friday of week 2 of the semester by 5:00 p.m.

Summer 2023: Friday, June 24, 2023
Fall 2023: Friday, September 9, 2023
Winter 2024: Friday, January 13, 2024
Spring 2024: Friday, March 2, 2024
