- EOPS (Extended Opportunity Programs and Services) provides support services for students who demonstrate the potential to succeed in higher education. Our program offers a variety of services that may include, but are not limited to priority registration, orientation, tutoring, counseling, instruction, book service and financial assistance.

Step 1: Apply to GCC

COUNSELING MEETING/CONTACT REQUIREMENT-Original Policy
1. Three counseling visits must be completed by the end of each semester.
2. Students who have less than 3 counseling visits per semester will be placed on EOPS probation.
3. Students who do not meet with an EOPS counselor at least once during the primary semester will be exited from the program. For details, please refer to the EOPS Mutual Responsibility Contract.

COUNSELING MEETING/CONTACT REQUIREMENT-Policy Changes for Spring 2020
1. For Spring 2020, students will be required to complete at least one EOPS Contact with EOPS counselor by the end of semester, unless their Academic Standing assessed by the counselor is unsatisfactory, and/or there are outstanding requirements that must be completed, such as EOPS waiver, Probation Contract, and others, in which case the student may need to have additional follow up EOPS counseling visits to meet the requirement. Students with unsatisfactory Academic Standing, or outstanding requirements have been notified by the EOPS office through email. Please check your emails from this week.
2. Students who are in good standing with EOPS and do not have outstanding requirements, and have less than three, but at least 1 EOPS counseling visit, will not be placed on EOPS probation for fall 2020, which in turn will not negatively impact their fall 2020 book voucher and grant eligibility.
3. Students who do not meet with an EOPS counselor at least once during the primary semester will be exited from the program. This requirement must still be met. Students with 0(zero) EOPS counseling visits will be exited from EOPS at the end of the spring 2020. But, there is still time. Contact our office to schedule your counseling appointment. We are here to support you. Your registration for summer/fall is starting soon.
Our EOPS counselors are ready to assist you in the pursuit of your educational and career goals. We can help you develop your student educational plan, discuss career and transfer options, confirm completion of associate or certificate programs, suggest coursework for a specific semester, review assessment test results, clear prerequisites, interpret transcript evaluation results, write scholarship and job recommendations, and explore other personal concerns that may interfere with your success.
Meeting 1:
New Students: Initial meeting session, which combines interview and interpretation of the guided self-placement results. With counseling guidance, students identify their informed goal and major to help prepare a comprehensive student educational plan (SEP). Students will also learn about the EOPS mutual responsibility contract requirements that specify programs and services the student shall receive and the expectations of the EOPS program regarding student accomplishments. Students on probation will have additional specialized counseling and a plan of action delineated in the Probation Contract that intends to improve student’s chances of success.
Continuing Students: Assessment of the student’s academic and EOPS program standing, which includes a review of the academic record from the previous term. Review of the student’s Educational Plan to ensure it accurately reflects the most recent adjustments in the student’s goal and major.
Meeting 2:
All Students: In-term meeting session is to insure the student is succeeding adequately, programs and services are being provided effectively, and to plan changes as needed to enhance student success. Review of the early alert academic notifications for that term, as well as Academic Work-in-Progress reports completed by instructors for students on probation. In collaboration with students, counselors prepare tailor-made recommendations and develop a course of actions for students to ensure their success.
Meeting 3:
All Students: Term-end or program exit meeting session is to assess the success of students in reaching the objective of that term and to monitor the success of the programs and services provided in meeting the student’s educational goal, i.e. transfer, degree and/or certificate, and to assist students to prepare for the next term of classes, or to make future plans if students are leaving the EOPS Program or the college.
Please monitor your EOPS counseling meeting dates posted on your student portal. If you find that your last counseling visit date does not match your record, you will be expected to inform our office within one week from the time of your counseling visit in question. No corrections or adjustments will be made if it is not addressed within that week.

- When you meet with the EOPS counselor for the first time, both, the counselor and you will review the EOPS Mutual Responsibility Contract (MRC) and sign it electronically, so please take this time to review the MRC carefully before meeting with the counselor.

- GCC e-mail is used by EOPS office, your instructors, and many student services offices such as Financial Aid office to communicate with you, so it is very important to activate your e-mail account and check it regularly, otherwise you may miss out on important information as it may affect your EOPS/Financial Aid benefits/Academic standing.

If we make any changes/updates to the program, the first place you will see the information publicized is our website, so be sure to check it a few times during the semester for the latest updates. CARE is a supplemental component of the EOPS program designed to provide educational support services and activities for single parents who are CalWORKs cash aid recipients. The goal of CARE is to reduce long-term welfare dependency and support the needs of the single parent for economic self-sufficiency. CARE students must be eligible for EOPS services.

PROCESSING BOOK VOUCHER
To determine student eligibility for EOPS book voucher for (winter/summer), eligibility criteria listed below will be checked immediately after the last withdrawal deadline in the semester preceding the intersession. All the eligibility criteria listed below must be met at that time.
To determine student eligibility for EOPS book voucher for (fall/spring), eligibility criteria listed below will be checked immediately after the end of semester preceding the semester for which the book voucher is awarded. All the eligibility criteria listed below must be met at that time.
EOPS BOOK VOUCHER ELIGIBILITY CRITERIA
To be considered for the EOPS book voucher, students must be in good standing with EOPS and meet all the eligibility criteria listed below. To be in good standing with EOPS, students must fulfill their responsibilities described in the EOPS Mutual Responsibility Contract (MRC). Students, who do not fulfill their responsibilities will be out of compliance with the program and be placed on probation status with EOPS. These students will not be considered for the EOPS book voucher.
The students must:
- Be in good standing with EOPS
- Have three counseling contacts completed in the previous semester*
- Have at least 6 units completed in the previous semester*
- Have sufficient unmet need as determined by the Financial Aid Office
*First semester EOPS students are exempt.
UNIT REQUIREMENT-Changed EOPS policy for Spring 2020: Due to COVID-19, students, who drop any units with EW during spring 2020 and do not meet the minimum 6 unit requirement, will not be placed on EOPS program probation. Therefore, completing less than 6 units in spring 2020, would not affect book voucher and grant eligibility for fall 2020. NOTE: If units were dropped without a W, or with a W, before COVID-19 (March 13), the original policy will remain in effect.
EOPS grant is awarded to eligible EOPS students in Fall and Spring semesters based on program funding availability, student program eligibility and financial aid eligibility.
PROCESSING GRANTS
To determine student eligibility for EOPS grant, eligibility criteria listed below will be checked each semester immediately after the last withdrawal deadline for the semester for which the student will be awarded. Criteria listed below must be met at that time.
EOPS Grant Eligibility Criteria
To be considered for EOPS Grant, students must be in good standing with EOPS and meet all the criteria listed below. To be in good standing with EOPS, students must fulfill their responsibilities described in the EOPS Mutual Responsibility Contract. Students, who do not fulfill their responsibilities will be out of compliance with the program and be placed on probation status with EOPS. These students will not be considered for the EOPS Grant.
The students must:
- Be in good standing with EOPS
- Have three counseling contacts completed in the previous semester*
- Have at least 6 units completed in the previous semester*
- Be currently enrolled in at least 6 units**
- Have completed FAFSA application, submitted all the required income documentation as required by the Financial Aid Office, and have received their Financial Aid Award Notification with the remaining financial need determined
- Have sufficient unmet need as determined by the Financial Aid Office
- Not be on Satisfactory Academic Progress Dismissal or Term Dismissal.
*First semester EOPS students are exempt
**Total units include GCC and non-GCC units approved by the Financial Aid Office through the consortium agreement.
NOTE: Spring 2020 EOPS Grant eligibility, students must be in good standing with EOPS, which was determined based on Fall 2019 EOPS record, and be registered in at least 6 units. For this semester, 6 units will be counted as a combination of winter 2020 and spring 2020. For example, if you completed 1 unit in winter 2020 session, and you currently have 5 units in spring 2020, we will count that as a total of 6 units for spring EOPS grant eligibility purposes.
EOPS emergency loan is established to assist EOPS students meet unexpected or untimely costs for books, college supplies, and transportation. Loans may not exceed $300 in a single academic year and must be repaid by a personal check by the set deadline, or withdrawn from the first available Financial Aid check, whichever comes first. The previous loan must be repaid before a new one can be issued. Delinquent loans will be assigned to a collection agency and to the State Franchise Tax Board. FINANCIAL HOLD will be placed on student's record. Students must provide documentation addressing the emergency situation. To apply for EOPS emergency loan, students must meet all the eligibility criteria outlined below:
- Meet all EOPS entrance and continued program eligibility requirements
- Have FAFSA completed and unmet need determined by the financial aid office
- Currently enrolled in 6 or more units/semester
- Have repaid previous loan balances
- Completed all EOPS emergency loan paperwork and provided supporting documentation
- Must have a current GCC student picture ID card
PLEASE NOTE: Once the application for the emergency loan is approved, it may take up to five business days to have the check ready for pick up.
- College Orientation Course (ST. DV. 100), also known as Student Development 100 is a1-unit CSU transferrable introductory college orientation course for newly enrolled and matriculated students. The course covers essential academic information that is designed to help you succeed in college and beyond. The following topics are included in this course: college academic regulations, requirements for transfer to four-year schools, AA degree requirements, certificate requirements, college services and specialized student support services, time management and academic success skills. At the conclusion of the course, students learns how to prepare their individualized Student Educational Plan.
- IMPROVING COLLEGE PERFORMANCE AND STUDY SKILLS
Student Development 141 is an introduction to study skills methods, academic support services, and student's academic assessment. This class is designed to improve such skills, as note taking, test taking, and time management.
